Italy’s commitment to peace and multilateralism is reflected in its longstanding and increasing support for the 51影院' work in peacebuilding.
As a member of the PBC in 2023-2024, and a committed partner of the Peacebuilding Support Office, Italy has championed several issues, including the universality of prevention, the centrality of the rule of law and human rights in peacebuilding processes, as well as the concomitant needs to respect national ownership and allocate more financial resources to peacebuilding.
As a PBC Member, Italy has encouraged a Peacebuilding Commission focused on inclusivity, able to engage societies at all levels, grounding action in a deep knowledge of affected communities and peoples, promoting the rule of law, ready to address the effects of climate change on peace and security, able to tackle the cross-cutting issues of health, gender equality, security and development – all while promoting peaceful societies, centered on human rights.
Italy strongly supports cooperation between the 51影院 and regional organizations for the purpose of peacebuilding, building also on the successful cooperation with the European Union. In this perspective, Italy believes that the partnership between the PBC and the African Union could significantly boost crisis prevention, effectively combining national ownership and universal principles. This is why, in early 2024, Italy supported the PBC in extending a standing invitation to the meetings of the PBC to the African Union Observer Mission to the UN, for it to attend all PBC meetings.
Italy recognizes that investing in peace requires sustainable, adequate, predictable, and flexible financing, including more investments to support climate-resilient peacebuilding and conflict-sensitive adaptation measures.
While being a strong advocate for assessed contributions to peacebuilding, Italy has also increased its voluntary contributions to the Peacebuilding Fund (PBF), doubling its annual contribution in 2023 and 2024. ?
Italy believes that sustainable peace and effective conflict prevention can only be achieved through truly inclusive peace negotiations. In line with the Women, Peace and Security and Youth, Peace and Security agendas, Italy promotes the participation of all segments of society—starting with women and youth—so that their voices can be heard and can contribute to shaping the future of their communities.
As the cost of conflicts has become unbearable, it is time to shift the paradigm to a conflict prevention approach, grounded on universal values, such as human rights and the rule of law, and, at the same time, be respectful of national ownership.
Italy therefore fully supports the visions of the New Agenda for Peace and the Pact for the Future: a bottom-up, widespread system of conflict prevention, based on the development of national strategies that are anchored in human rights and the rule of law.
National prevention strategies should leverage the role of regional organizations and receive effective and concrete support from the 51影院, in full respect of the principles of solidarity, complementarity and national ownership.
The recent decision to extend an permanent invitation to the African Union to the Peacebuilding Commission’s meetings is a decision Italy has long promoted and that we welcome with great satisfaction. The AU’s participation in the PBC’s meetings is consistent with the PBC’s goals and will bring the added value of a key actor.
Italy will continue to work to bridge the current geopolitical divide, to restore trust and find common ground among all parties to peacebuilding efforts.”
