About the Ministerial meeting

The LLDC3 Conference provides an opportunity to examine ways and means to unlock the potential of South-South and triangular cooperation to help LLDCs overcome complex development challenges and identify innovative and impactful solutions in support of sustainable, resilient and transformative development of LLDCs in the next decade.

The meeting will draw the participation of ministers from LLDCs, transit countries, development partners from the global South and the North, principal-level representatives from the UN system, multilateral and regional development banks and financial institutions, academia, the private sector and NGOs. A call for action to boost South-South and triangular cooperation in support of the implementation of the new Programme of Action will be adopted.

The Ministerial Meeting on South-South Cooperation will be co-organized by UN-OHRLLS and the UN Office for South-South Cooperation.

 

 

Case Studies

As part of the lead-up to the Third 51Ó°Ôº Conference on Landlocked Developing Countries (LLDC3)¡¯s Ministerial Meeting on South-South cooperation, five illustrative case studies have been developed to showcase the role of South-South cooperation in addressing key development challenges faced by LLDCs. These studies span countries in Central Asia, South-East Asia, Latin America, and Africa, and are aligned with the thematic priorities of the new Programme of Action for LLDCs, the Awaza Programme of Action. Each case study highlights how South-South and triangular cooperation has supported initiatives such as trade facilitation, regional connectivity, industrialization, and inclusive and sustainable economic transformation.

The selected case studies feature diverse examples: Ethiopia¡¯s Special Economic Zones; Tajikistan¡¯s investments in transit and connectivity; Paraguay¡¯s segment of the Bi-Oceanic Corridor; Rwanda¡¯s focus on trade facilitation under the WTO Trade Facilitation Agreement; and Lao PDR¡¯s experience in ASEAN regional integration. Together, these studies underline the catalytic role of the UN system and the potential of tailored, partnership-based approaches to achieving sustainable development in LLDCs. They also provide forward-looking insights into how LLDCs can leverage partnerships to accelerate progress.

The objective of this diagnostic paper is to analyse South-South cooperation in the implementation of the VPoA, identify challenges and shortfalls, share best/good practices, and put forward recommendations for scaling up South-South and triangular cooperation in achieving the goals and targets of a new Programme of Action for LLDCs
